Criminal Cases in the Warren County Courts
New Jersey divides criminal work by offense class. The Superior Court of New Jersey, Law Division, Criminal Part handles adult indictable crimes in Warren County. The Warren seat is part of the Somerset/Hunterdon/Warren Vicinage. Municipal courts keep the local side of the Warren County court system. Those serious complaints may move to Prosecutor review and Superior Court, while a downgraded charge may return to the municipal court. Municipal judges can impose no more than six months of confinement and do not conduct jury trials. That split is why the filing city and final case venue both matter.

The two identifiers serve different points in the case. A municipal complaint number belongs to the initial charging step. An indictment or accusation number reflects the later Superior Court charging document, and the PROMIS/Gavel number follows the Superior Court case. Keep each one found on a notice. If the numbers differ, use all of them when calling Warren Criminal Division so staff can trace the transfer rather than relying on a same-name match.

Warren County Case Terminals and EAP
There are three distinct electronic access levels. The limited Criminal Conviction Information service is free online. Public PROMIS/Gavel inquiry is available at Superior Courthouse terminals. The Electronic Access Program is a registered subscriber product that costs $4 per minute and should not be mistaken for the only way to inspect one Warren County case. Reading Warren County Case Dispositions
New Jersey uses terms that can be missed in a general court search. An indictable crime is graded first through fourth degree and belongs in Superior Court. A disorderly-persons or petty-disorderly-persons offense is non-indictable and normally stays in municipal court. An accusation is a formal charging document used when indictment is waived. An indictment is the grand jury's formal accusation. Neither charging document proves guilt.

Stages of a Criminal Case
An indictable Warren County case often starts with a municipal complaint and early judicial review. The Warren County Prosecutor then screens the matter. It may be rejected, downgraded, diverted, charged by accusation, or presented to a grand jury. If an indictment or accusation follows, the Superior Court docket tracks arraignment, pretrial activity, plea or trial, disposition, and sentence. PTI or Recovery Court can change the ordinary sequence. They are not the same program, and a docket should be read for the specific admission, completion, termination, or final disposition. Release by Pretrial Services is also not a dismissal. It addresses custody while the charge continues.
Warren County Complaint to Indictment
Warren County has many single, shared, and joint municipal courts. Hackettstown uses court code 2108 and 908-852-0688. Phillipsburg, which shares services with Alpha, uses code 2119 and 908-454-3211. Washington Borough's shared court uses code 2121 and 908-689-7066. Other shared clerks serve Belvidere-area towns, North Warren participants, Pohatcong and Greenwich, and Blairstown and Frankford. This structure makes the arrest town an important clue, but not always the final venue.
When an indictable complaint moves forward, the Prosecutor and Superior Court in Belvidere become the next sources. If the charge is downgraded, the municipal clerk may retain the final matter. Search both systems when a serious complaint seems to vanish from one. Access & Restrictions
New Jersey Court Rule 1:38, not the county OPRA portal, governs access to Warren County court records. It presumes access but excludes or protects specified material. Sealed and expunged cases, juvenile records, victim and minor information, personal identifiers, and other confidential fields may be withheld or redacted. Grand-jury deliberations remain secret even when a resulting indictment is public. A courthouse terminal can therefore display less than the complete internal file.
The county OPRA page expressly routes Superior Court criminal, probation, and expungement records to the Judiciary. Police and jail administrative files follow separate OPRA routes. If a Warren County case does not appear, ask the proper clerk whether it is municipal, archived, transferred, sealed, or indexed under another identifier. Do not infer dismissal or expungement from silence. A written request should identify the case, date span, and document instead of asking staff to research a legal question.
